The theories but also the context of policy, social-culture and routineness and innovational practices questions of effectiveness of school administration and governance can be solved using the following maxim: “Organizational theorists often adhere to the thesis that the effectiveness of organizations cannot be described in a straightforward manner. Instead, a pluralistic attitude is taken with respect to interpretation of the concepts in question” (Scheerens, 2000, p.23). The interpretation chosen depends not only to the background of organizational of organizations daily. This study handles the issues of contextualization or geography of school effectiveness.
